Case IH 1030 – ALL: Foot Throttle Sensor Is Below Range - Open Or Shorted To Ground

The control module is receiving a voltage signal from the foot throttle (accelerator) sensor that is lower than the minimum acceptable threshold (typically below 0.5V). This condition is almost always caused by a physical break in the wiring (an open circuit), a disconnected plug, a wire rubbing against the chassis (short to ground), or an internal failure of the sensor's potentiometer/Hall-effect mechanism.

   Visual Inspection: Inspect the foot throttle sensor, its electrical connector, and the wiring harness routed to the floorboard for physical damage, packed debris, or chafed wires.

   Voltage Supply Check: Disconnect the sensor. Turn the key to the ON position and use a multimeter to verify that the sensor is receiving a steady 5V reference and a solid ground from the controller.

   Continuity & Short Check: Test the signal wire between the sensor connector and the instrument cluster/ECU for continuity (to rule out an open circuit) and test it against the chassis ground (to rule out a short to ground).

   Signal Output Check: If the wiring is intact, back-probe the signal wire with the sensor plugged in. The voltage should sweep smoothly (typically between 0.5V and 4.5V) as you press the pedal. If the voltage stays at 0V, the sensor has failed.

   Disconnect Power

   Turn off the machine and disconnect the negative battery cable to protect the machine's electronics.

   Repair Wiring (If Applicable)

   If your diagnostic checks revealed a broken or chafed wire in the floorboard harness, splice and seal the wire using weather-resistant heat shrink.

   Replace the Sensor/Pedal

   If the wiring tests perfectly, the sensor itself is internally open or shorted. Unbolt the foot throttle pedal assembly from the floorboard.

   Install the New Part

   Mount the replacement sensor or pedal assembly. Reconnect the electrical harness, ensuring the weather-pack connector clicks securely into place.

   Test and Clear Codes

   Reconnect the battery. Turn the key ON and use the instrument cluster or a diagnostic scan tool to clear the inactive 1030 fault code. Test the pedal to ensure smooth engine RPM response and verify the code does not return.
