Case IH 1031 – Instrument Cluster (IC) or Engine Controller (Engine ECU): Hand Throttle Sensor Is Below Range - Open Or Shorted To Ground

This code indicates that the voltage signal returning from the hand throttle position sensor (a potentiometer) has dropped below the minimum acceptable threshold. The system interprets this abnormally low voltage as either a broken wire (open circuit), a wire shorting directly to the chassis/ground, or an internal failure of the potentiometer itself.

   Visually inspect the hand throttle lever, sensor, connector, and wiring harness for physical damage, corrosion, or loose pins.

   Disconnect the sensor and use a multimeter to verify it is receiving the correct 5V reference voltage and has a solid ground from the controller.

   Test the signal wire between the sensor connector and the Instrument Cluster/Engine ECU for continuity (to rule out an open circuit) and continuity to ground (to rule out a short to ground).

   Perform a sensor sweep test: back-probe the signal wire with the sensor plugged in and slowly move the hand throttle lever from idle to full throttle. Voltage should scale smoothly. If it remains at 0V or drops erratically, the potentiometer has failed internally.

   Turn off the machine, remove the key, and disconnect the battery to prevent electrical spikes.

   Remove the trim panels on the right-hand control console or armrest to expose the base of the hand throttle lever assembly.

   Mount the new potentiometer onto the linkage, ensuring the mechanical tangs or D-drives align correctly with the lever's pivot point. Secure the mounting hardware.

   Reconnect the electrical harness and reinstall the console trim panels.

   Reconnect the battery and turn the key on. Clear the stored fault codes.
