Case IH 11011 – Instrument Controller (INST / ICU2) or Transmission Controller (TRANS): Fuel Level Sensor Signal Too Low (INST) or Clutch Pedal Potentiometer Voltage is Too Low (TRANS)
Issue description
Depending on the specific control module logging the error, fault code 11011 indicates either the fuel level sensor signal voltage is out of range low (dropped below 0.125 volts for at least 1 second) or the clutch (inching) pedal potentiometer signal is out of range low.

Check the cause
For INST 11011: Disconnect the connector at the fuel level sensor.
For INST 11011: Check for an 8-volt reference signal in cavity 1 of the connector (sensor supply voltage).
For INST 11011: Test the resistance through the sending unit between cavity 1 and cavity 3. The resistance should measure between 158 and 162 ohms.
For INST 11011: Inspect the wiring harness from the instrumentation controller to the fuel level sensor for chafing, open circuits, or shorts to ground.
For TRANS 11011: Inspect the clutch pedal stop bolt to see if it has vibrated loose, which can allow the pedal to travel too far and drop the voltage out of range.
For TRANS 11011: Check the inching pedal position potentiometer calibration. If the pedal was not fully depressed during a previous calibration, it will throw this code.
For TRANS 11011: Test the wire harness from the transmission controller to the clutch pedal position potentiometer for an open circuit or a short to ground.
For TRANS 11011: Test the pedal position potentiometer itself for internal failure.
Repair steps
Turn the key switch to the OFF position.
For INST 11011.
Perform the resistance and voltage checks.
For INST 11011: Check for the 8-volt reference signal and test resistance (158-162 ohms).
Repair or replace the affected harness section.
For INST 11011: Perform this if the wiring harness is damaged or shorted.
Replace the fuel level sensor.
For INST 11011: Replace if the harness and voltage supply are good but the sensor fails the resistance test.
Replace the instrument controller.
For INST 11011: Replace if both the sensor and wiring test within specifications, indicating module failure.
Clear the fault code and cycle the key switch to verify the repair.
For INST 11011.
Physically inspect the clutch pedal assembly and tighten the stop bolt.
For TRANS 11011: If the clutch pedal stop bolt is loose, tighten it to the correct specification.
Recalibrate the inching pedal position potentiometer.
For TRANS 11011: Enter the transmission controller's calibration mode, ensuring the pedal is fully depressed during the procedure.
Test the wiring harness between the TRANS controller and the potentiometer.
For TRANS 11011: If the code persists, use a multimeter to test the wiring. Repair any broken or shorted wires.
Replace the clutch pedal position potentiometer.
For TRANS 11011: Replace if the wiring is intact and calibration fails.
