Issue description
The control module is detecting that the signal voltage from the potentiometer attached to the 2nd auxiliary remote valve control lever (located in the cab armrest or side console) has dropped below the minimum acceptable threshold. A "failed low" condition typically indicates an open circuit, a disconnected plug, a short to ground in the wiring harness, or an internal failure of the potentiometer itself.

Check the cause
Visually inspect the armrest/console wiring harness leading to the 2nd remote lever potentiometer for pinched wires, chafing, or disconnected plugs.
Unplug the potentiometer and check the connector pins for corrosion, moisture, or pushed-back terminals.
Use a multimeter to verify the potentiometer is receiving the correct 5V reference and ground from the controller, and test the signal wire for continuity and shorts to ground.
Swap the electrical connector of the 2nd remote potentiometer with the 1st remote potentiometer. If the fault code changes to the 1st remote (e.g., Code 11011), the potentiometer is internally faulty. If it remains 11021, the issue is in the wiring or controller.
Monitor the live voltage sweep of the 2nd remote lever using the CNH Electronic Service Tool (EST) to ensure it transitions smoothly without dropping to 0V.
Repair steps
Power Down
Turn off the tractor and disconnect the negative battery cable to prevent electrical shorts.
Access the Console
Remove the retaining screws for the armrest control console or right-hand side console to expose the electronic remote control valve levers.
Remove the Potentiometer
Locate the 2nd remote lever assembly. Disconnect the wiring harness plug from the faulty potentiometer.
Dismount
Remove the retaining screws/clips holding the potentiometer (or the potentiometer frame assembly) to the lever mechanism.
Install the New Part
Mount the replacement potentiometer into the frame, ensuring the physical linkage aligns correctly with the lever's pivot point. Secure the fasteners.
Reconnect
Plug the wiring harness back into the new potentiometer.
Reassemble
Reinstall the armrest/console covers and reconnect the battery.
Calibration
Crucial Step. You must perform an Armrest/Remote Valve calibration using the tractor's in-cab display or the CNH EST laptop. This teaches the controller the new minimum and maximum voltage values for the replacement potentiometer's physical travel limits.
