Case IH 12513 – UCM (Universal Control Module) / ABS (Anti-lock Braking System) module: P1 pressure too low for too long a time
Issue description
This fault code indicates that the pneumatic (air) pressure in Circuit 1 (P1) of the tractor's air brake system has remained below the minimum required operational threshold for an extended period.

Check the cause
Verify actual pressure by connecting a manual air pressure gauge to the Circuit 1 (P1) test port to determine if the system is failing to build pressure or if the sensor is reading incorrectly
Inspect the entire P1 pneumatic circuit (air tanks, hoses, and fittings) for severe air leaks by listening for hissing or using a soapy water solution
Check the P1 air pressure sensor and its wiring harness for open circuits, short circuits to ground, or short circuits to power
Verify the air compressor output and ensure the governor/unloader valve is cutting in and out at the correct pressures
Inspect the electronic trailer brake valve (eXBR1) and Air over Hydraulic (AoH) actuators for internal leaks that can bleed off P1 pressure
Drain the air tanks and check for excessive moisture or oil blow-by from the compressor, which can foul sensors and valves

Bleed the System
Safely drain all air pressure from the tractor's pneumatic tanks before loosening any fittings or sensors.
Address Sensor Failures
If your manual gauge showed normal pressure but the ECU logged low pressure, the P1 air pressure sensor is faulty. Disconnect the wiring harness, unthread the old sensor, install the replacement sensor, and reconnect the harness.
Address Pneumatic Leaks
If actual pressure was low and a leak was found during diagnostics, cut away the damaged section of DOT air brake tubing and install new tubing/fittings, or replace the leaking component (e.g., a leaking eXBR1 valve).
Address Compressor Issues
If no leaks are present but the system cannot build or maintain P1 pressure, replace the air compressor unloader valve. If the compressor itself is worn internally, replace the air compressor assembly.
Clear and Test
Start the tractor and allow the air system to build to full pressure. Verify that the compressor cuts out at the correct specification. Apply the brakes (and trailer brakes if connected) to ensure P1 pressure recovers quickly and does not drop below the threshold. Clear the 12513 fault code via the diagnostic menu or service tool.
