Issue description

This code indicates a failure within the tractor's pneumatic (air) trailer braking system. Specifically, the rear right backup valve is failing to exhaust or release regulated air pressure when commanded by the control port. This usually means the valve is mechanically stuck closed, the exhaust port is blocked by debris/ice, or there is an electrical failure preventing the control signal from actuating the valve to vent the air.

Check the cause

  1. Trace the air lines from the rear right delivery port back to the valve block. Look for kinks, physical damage, or blockages. In cold climates, check for ice buildup in the lines or exhaust ports.

  2. Locate the trailer brake control valve block (typically mounted at the rear of the tractor near the air couplings). Inspect the wiring harness and connector going to the backup valve solenoid for corrosion, pushed-out pins, or broken wires.

  3. Use a multimeter to measure the resistance of the valve solenoid coil to ensure it is not shorted or open. Check for proper voltage at the connector when the brakes are commanded.

  4. Ensure the tractor's air compressor is building and maintaining proper system pressure (typically 8–10 bar) and that the air dryer is functioning properly. Moisture in the system is a leading cause of pneumatic valve failure.

Repair steps

  1. Depressurize the System

    Park the tractor on level ground, apply the park brake, and chock the wheels. Completely drain the air pressure from the tractor's pneumatic system using the drain valves on the air reservoirs to prevent injury.

  2. Locate the Valve

    Identify the pneumatic trailer brake control valve assembly at the rear of the chassis.

  3. Disconnect Connections

    Carefully unplug the electrical harness from the valve block. Mark all pneumatic lines with tape or a paint pen to ensure correct reassembly, then disconnect the air lines using the appropriate wrenches.

  4. Remove the Valve

    Remove the mounting bolts securing the valve block to the chassis. On many modern Case IH systems, the backup valve is integrated into a single Trailer Brake Control Valve block that must be replaced as a complete unit if internal components fail.

  5. Install the New Part

    Mount the new valve assembly and torque the bolts to OEM specifications.

  6. Reconnect

    Reattach the pneumatic lines to their corresponding ports and plug in the electrical harness.

  7. Test and Leak Check

    Start the tractor and allow the air compressor to build the system up to full operating pressure. Spray soapy water on all pneumatic fittings to check for air leaks.

  8. Clear Codes

    Connect the Case IH Electronic Service Tool (EST) to clear the 12689 fault code and perform a functional test of the trailer air brakes to confirm the exhaust port is now releasing air properly.
