Case IH 12828 – Trailer Brake Controller (TBC): Failure detection 'HighCurrent' at Inlet Valve (IV)
Issue description
The control module has detected an abnormally high electrical current draw on the circuit responsible for operating the Inlet Valve (IV). This typically indicates a short circuit in the wiring harness, a short to ground, or an internal short within the solenoid coil of the inlet valve itself, causing it to pull more amperage than the controller's threshold allows.

Check the cause
Visually inspect the wiring harness running from the Trailer Brake Controller to the Trailer Brake Valve assembly for chafed wires, melted insulation, or pinch points.
Disconnect the harness at the Trailer Brake Valve and inspect the pins for corrosion, water ingress, or damage that could bridge the terminals.
Perform a solenoid resistance test using a multimeter across the pins for the Inlet Valve (IV) solenoid. Resistance near zero or significantly below OEM specifications indicates an internal short.
Perform a harness continuity test with the valve disconnected to check the IV circuit wires back to the controller for continuity to ground.
Repair steps
Disconnect Power
Turn off the tractor and disconnect the negative battery cable to prevent accidental spikes or further module damage.
Isolate the Fault
Based on the diagnostic checks, determine if the fault is in the wiring harness or the valve solenoid.
Repair Wiring (If Applicable)
If a short is found in the harness, splice and solder the damaged section using weather-sealed heat shrink, or replace the affected harness section.
Replace the Trailer Brake Valve (If Applicable)
Relieve any residual hydraulic or pneumatic pressure in the trailer brake lines. Disconnect the electrical connectors and hydraulic/air lines from the Trailer Brake Valve. Unbolt the valve assembly from its mounting bracket. Install the new Trailer Brake Valve and torque mounting bolts to OEM spec. Reconnect all hydraulic/pneumatic lines and electrical connectors.
Bleed the System
If the valve is hydraulic, bleed the trailer brake circuit according to the service manual to remove air.
Clear Codes and Test
Reconnect the battery, connect a diagnostic tool (such as the CNH Electronic Service Tool), clear the 12828 fault code, and actuate the trailer brakes to verify the high-current fault does not return.
