Case IH 13003 - UCM – UCM (Universal Control Module) / XCM (Multi-function Control Module): Reference voltage 5VREF2 – voltage too low
Issue description
The Universal Control Module (UCM) outputs a regulated 5-volt reference signal (5VREF2) to power a specific bank of sensors on the machine. This fault code triggers when the UCM detects that the voltage on this circuit has dropped below the minimum acceptable threshold. This condition is almost always caused by a short to ground in the wiring harness, an internally shorted sensor pulling the circuit voltage down, or an internal hardware failure within the UCM itself.

Check the cause
Use the machine's onboard diagnostic menu or the Electronic Service Tool (EST) to monitor the 5VREF2 voltage live.
Perform a Sensor Isolation Test (diagnosing shorted sensor): Disconnect the sensors powered by the 5VREF2 circuit one at a time. If the voltage returns to normal (approx. 5V) and the active code changes to 'voltage too high' (Code 13004) or clears, the last disconnected sensor is internally shorted.
Perform a Harness Inspection (diagnosing shorted harness): If disconnecting sensors does not restore voltage, disconnect the harness from the UCM and check for continuity to ground on the 5VREF2 wire. Inspect the harness for chafing, pinched wires, or moisture intrusion, especially near articulation points or hot engine components.
Perform a UCM Pin Test (diagnosing internal UCM fault): Disconnect the harness from the UCM. Turn the key ON and measure the voltage directly at the 5VREF2 output pin on the UCM. If the voltage is still low with nothing connected, the UCM has an internal power supply fault.
Repair steps
Turn off the ignition and disconnect the battery ground cable.
Based on the diagnostic results, perform the necessary repair.
If a sensor is shorted: Replace the faulty sensor. If the harness is shorted: Repair the damaged section of the wiring harness using proper weather-sealed splices, or replace the affected harness section. If the UCM is faulty: Remove the defective UCM and install a new one.
Reconnect the battery ground cable.
Turn the ignition ON and clear the stored 13003 fault code.
Use the EST or the onboard diagnostic menu (e.g., the 'HC' menu to clear codes, or 'H8' to clear codes and calibrations if a new module was installed) to clear the stored 13003 fault code.
Perform necessary calibration procedures.
If the UCM or a critical sensor was replaced, perform the necessary calibration procedures (e.g., steering angle, hitch, or transmission calibrations) as prompted by the display.
Test operate the machine to verify the fault does not return.
