Case IH 13011 – INST (Instrumentation Controller): Invalid Configuration - Engine Coolant Temperature sensor voltage is too low (short to ground)
Issue description
The voltage signal returning from the Engine Coolant Temperature (ECT) sensor has dropped below the acceptable minimum threshold (typically below 0.1 VDC). This condition is almost always caused by a short to ground in the sensor's internal thermistor or the wiring harness.

Check the cause
Sensor Resistance Test: Disconnect the ECT sensor and use a multimeter to measure the resistance across its terminals. Compare the reading to the OEM specification for the ambient engine temperature. A reading of near-zero ohms indicates an internal short.
Wiring Harness Check: Inspect the wiring harness between the ECT sensor and the INST controller. Look for rubbed, chafed, or melted wires that could be shorting to the engine block or chassis (short to ground).
Controller Verification: If the sensor and wiring test good, the fault may lie within the instrumentation controller itself failing to read the voltage correctly.
Repair steps
Locate the Sensor
Park the machine on a level surface, turn off the engine, and locate the Engine Coolant Temperature sensor (typically threaded into the engine block, cylinder head, or near the thermostat housing).
Inspect Connections
Disconnect the wiring harness from the sensor. Check the connector for moisture, corrosion, or pushed-back pins. Clean and secure if necessary.
Test the Circuit
With the sensor unplugged, turn the key to the ON position. If the fault code changes from 13011 (voltage too low/short) to 13012 (voltage too high/open circuit), the wiring harness is likely intact, and the sensor itself is internally shorted.
Replace the Sensor (if faulty)
Relieve cooling system pressure by carefully loosening the radiator cap (ensure the engine is cool). Drain a small amount of coolant to bring the level below the sensor port to prevent spills. Unscrew the faulty sensor and install the new OEM replacement sensor.
Repair Wiring (if faulty)
If the code remains 13011 with the sensor unplugged, trace the harness back to the INST controller, locate the short to ground, and splice/repair the damaged wire.
Finalize
Reconnect the harness, top off the engine coolant, start the tractor, and verify that the INST controller clears the 13011 fault code.
