Case IH 13013 – Universal Controller (UCM) / Vehicle Control Module (VCM) / Instrumentation Control Unit (ICU): Supply voltage 12VF1 - voltage too low
Issue description
This code indicates that the 12-volt power supply rail designated as "12VF1" has dropped below the acceptable voltage threshold. The 12VF1 circuit provides dedicated power to specific controller inputs and functions. When the controller detects that this voltage is missing or too low, it logs this code and may disable associated hydraulic or transmission functions to protect the system.
Applies to these machines
8 machines- MAXXUM T4E
- Puma series
- Magnum series
- Steiger series
- Maxxum tractors
- T7 series
- T8 series
- TG series
Check the cause
System Voltage Check: Verify that the tractor's batteries are fully charged and the alternator is outputting proper voltage (approx. 13.5V - 14.2V).
Fuse Inspection: Check the 5-Amp fuse assigned to the UCM/VCM +12VF1 circuit (frequently designated as F-053 in Block 2B).
Relay Testing: Test the Cab Power Relay and Implement Power Relay for sticking or failing.
H-Menu Diagnostics: Use the H9 Voltmeter diagnostic menu to monitor live voltage readings for the controller channels and watch for sudden drops.
Harness Inspection: Check the wiring harness between the fuse block and the UCM for chafing, pinched wires, or shorts to ground.
Repair steps
Power Down
Turn the key switch to the OFF position and disconnect the negative battery cable to prevent accidental shorting during the repair.
Access the Fuse Panel
Remove the rubber liner/tray or access panel to reach the main cab fuse and relay block.
Replace the Fuse
Locate the 12VF1 fuse (usually a 5A fuse). Pull it and inspect for a blown filament. If blown, replace it with a new fuse of the exact same amperage.
Trace for Shorts
If the new fuse blows immediately upon key-ON, you have a dead short to ground. Disconnect the main harness connector at the UCM/VCM. Use a multimeter to check for continuity to ground on the 12VF1 supply pin. Trace the harness back to the fuse panel, paying close attention to pinch points near the cab mounts or transmission housing. Repair any damaged wires using heat-shrink butt connectors.
Relay Replacement
If the fuse is intact but voltage is still low at the controller pin, swap the UCM/VCM power relay with a known good relay of the same type. If voltage returns, replace the relay permanently.
Clear Codes
Reconnect the battery. Turn the key ON. Enter the tractor's H8 Menu (Clear stored calibration/error codes) via the instrument cluster to erase the stored 13013 fault code from the EEPROM.
Test Operation
Start the tractor and verify that the code does not return and that all hydraulic/transmission functions operate normally.
Parts you might need
(3)12VF1 Circuit Fuse
Generic 5A ATO/ATC Blade Fuse (No OEM number required, standard automotive 5-Amp fuse).
Cab / Implement Power Relay
84539290Standard 12V Micro Relay used in the CNH fuse block.
Universal Controller (UCM/VCM)
Generic Part Name - Part number varies heavily by exact tractor serial number and configuration. Only replace if the harness, relays, and fuses test perfectly but the controller internally fails to distribute the 12VF1 voltage.
