Case IH 13020 – Instrument Cluster (IC), Vehicle Control Module (VCM), or Utility Control Module (UCM): Supply voltage 12VS1 - voltage too low
Issue description
The 12-volt sensor supply circuit 1 (12VS1) is experiencing a voltage drop below the acceptable operating threshold. When the voltage drops too low, the controller cannot accurately read sensor inputs, which can lead to erratic machine behavior or disabled functions.

Check the cause
Verify that the battery is fully charged and the alternator is outputting the correct voltage (approx. 14V while running).
Check the fuse box for any blown fuses related to the UCM/VCM or Instrument Cluster (e.g., F-27, F-36 depending on the model).
Inspect the wiring harness for the 12VS1 circuit. Look for chafed wires shorting to the chassis ground, corrosion in the connectors, or loose pins at the controller.
Disconnect the sensors powered by 12VS1 one at a time. If the voltage returns to normal (12V) after unplugging a specific sensor, that sensor is internally shorted.
Use the instrument cluster's built-in diagnostic menu (often the 'H9' menu for Voltmeter diagnostics on Case IH tractors) to monitor the 12VS1 voltage in real-time while wiggling the wiring harness to check for intermittent shorts.
Repair steps
Power Down
Turn off the machine, remove the key, and disconnect the negative battery cable to prevent electrical spikes during repair.
Address the Short/Open Circuit
If a specific sensor was identified as shorted during the isolation test, replace the sensor. If the wiring harness is damaged, repair the chafed or broken wires using OEM-approved splice kits, or replace the affected harness section. If a fuse was blown, replace it with one of the exact same amperage rating.
Module Replacement
If the wiring is perfectly intact, no sensors are shorted, and the controller is receiving good power and ground but still failing to output 12V on the 12VS1 pin, the UCM/VCM or Instrument Cluster has failed internally and must be replaced.
Reassembly and Clearing Codes
Reconnect the battery. Enter the instrument cluster diagnostic menu (often the 'H8' menu on Puma/Magnum tractors) to clear the stored fault codes and reset the EEPROM values.
Test Operation
Start the machine and verify that the 13020 code does not return and that all implement/sensor functions operate normally.
