Case IH 13020 - UCM – UCM (Universal Control Module): Supply voltage 12VS1 - voltage too low

Issue description

The 12-volt power supply on the "12VS1" rail (which powers specific machine functions like bucket curl on loaders or specific transmission/implement controls on tractors) has dropped below the minimum acceptable threshold or has lost power completely.

Check the cause

  1. Check for other low-voltage codes (like 13021 for 12VS2 or 13022 for 12VT1) to determine if the issue is the main tractor power supply or battery rather than an isolated circuit

  2. Inspect the main power fuses (specifically PWR fuse 3 in the UCM enclosure) as a blown fuse is a primary cause for the 12VS1 rail losing voltage

  3. Test the PWR control relay located in the UCM enclosure to ensure it is operating and switching power correctly

  4. Inspect the wiring harness leading to the UCM (specifically the 12VS1 circuit routed through the CN3B connector, pins 08/09) for corrosion, loose pins, or open circuits

  5. Verify that the main battery and alternator voltage from the tractor to the UCM is within normal 12V operating limits

Repair steps

  1. Disconnect Power

    Turn off the ignition and disconnect the battery to prevent electrical shorts.

  2. Access the UCM

    Locate the Universal Control Module and its associated fuse/relay block (location varies by machine; often in the armrest, side console, or dedicated electronics enclosure).

  3. Replace Faulty Circuit Protection

    If the 12VS1 fuse is blown, replace it with a fuse of the exact same amperage. If the power relay fails bench testing, replace the relay.

  4. Repair Wiring

    If a short or break is found in the harness leading to the UCM (specifically on the 12VS1 line), repair the wiring and replace any corroded connector pins.

  5. Replace the UCM (If Necessary)

    If the power supply, fuses, relays, and wiring are all intact but the UCM is failing to distribute or read the 12VS1 voltage internally, the UCM itself has failed and must be replaced.

  6. Clear Codes and Calibrate

    Reconnect the battery. Use the Case IH Electronic Service Tool (EST) or the onboard "H Menu" (specifically the "HC" menu option) to clear all stored fault codes from the EEPROM.

  7. Flash Software

    If a new UCM was installed, it must be flashed with the correct machine software using the EST before operation.
