Case IH 13022 – Instrument Cluster (INST / Cluster) / Vehicle Control Module (VCM) / Universal Control Module (UCM): Supply voltage 12VT1 - voltage too low

The control module is detecting that the voltage at the 12VT1 power input rail is below normal operating parameters. This indicates a low power supply voltage issue, which prevents the module from functioning correctly. It is typically caused by a blown fuse, a failed power control relay, damaged wiring, or an overall drop in the tractor's main system voltage.

   Verify the main battery voltage and alternator output to ensure the tractor's overall system voltage is not dropping below normal operating levels.

   Locate the power distribution box and check the fuses associated with the 12VT1 power supply (e.g., PWR fuse 2 in the UCM/Cluster enclosure) for an open or blown fuse.

   Test the power control relay (PWR control relay) that feeds the 12VT1 circuit to see if it has failed to operate or is sticking.

   Inspect the wiring harness leading to the Instrument Cluster or VCM for the 12VT1 circuit. Look for shorts to ground, open circuits, chafed wires, or corroded connector pins.

   Disconnect Power

   Turn off the machine and disconnect the negative battery terminal before servicing the electrical system.

   Replace Fuses/Relays

   If a blown fuse or faulty power control relay was identified during diagnostics, replace it with a component of the exact same amperage/rating.

   Repair Wiring

   If the harness is damaged, splice and solder the affected wires using a wiring harness repair kit, and seal with heat-shrink tubing.

   Clean Connections

   Clean the main battery terminals, chassis ground connections, and the multipin connectors at the Instrument Cluster/VCM with electrical contact cleaner.

   Clear Codes & Retest

   Reconnect the battery, turn the key to the ON position, and use your diagnostic tool (e.g., CNH EST) to clear the fault codes. Run the machine to verify the 12VT1 voltage has returned to normal and the code does not return.

   Module Replacement (Last Resort)

   If the 12VT1 voltage is verified as correct at the connector but the code persists, the internal power supply of the Instrument Cluster or VCM has likely failed and the module will need to be replaced or sent out for remanufacturing.
