Case IH 1639-08 - VCM – VCM: Fan speed sensor reading zero speed with engine running

The control module is commanding the cooling or cleaning fan to operate while the engine is running, but the fan speed sensor is returning a zero-frequency signal (or a period that is too long to measure). This indicates that either the fan is physically not spinning, the sensor has failed, the sensor gap is incorrect, or there is a wiring harness failure (open/short) preventing the signal from reaching the controller.

   Visually verify if the fan is actually spinning to rule out a physically stalled fan, hydraulic fan drive motor issue, PWM valve block failure, or broken drive belt.

   Inspect the fan speed sensor at its mounting bracket for heavy debris, mud, or metallic shavings.

   Verify the air gap between the sensor tip and the target wheel/teeth is correct (typically around 1/8 inch or ~3mm).

   Disconnect the sensor and check the wiring harness for a short circuit to battery voltage, short circuit to ground, or open load/broken wires between the sensor connector and the VCM pins.

   Use the AFS Pro 700 display or CNH Electronic Service Tool (EST) to check if the code is active or stored, and monitor the live fan speed RPM data.

   Power Down

   Fully power off the machine, remove the key, and engage battery disconnects/lockouts to ensure no power is running to the fan or VCM.

   Access the Sensor

   Locate the fan speed sensor. On combines, this is often on the cleaning fan cage (accessed via swing-out cooler doors or side shields). On tractors, it is located near the engine cooling fan assembly.

   Remove the Old Sensor

   Unplug the wiring harness connector from the sensor. Loosen the retaining nuts/hardware on the mounting bracket and slide the old sensor out.

   Install the New Sensor

   Thread or insert the new sensor into the mounting bracket.

   Set the Sensor Gap

   Carefully adjust the depth of the sensor so that the gap between the sensor tip and the target wheel is approximately 1/8" (refer to your specific model's service manual for the exact millimeter spec).

   Secure and Reconnect

   Tighten the mounting hardware carefully—do not overtighten, as these sensors can crack. Reconnect the wiring harness.

   Test

   Restore power, start the engine, and engage the fan. Verify via the cab display that the fan RPM is now reading correctly and clear the 1639-08 fault code from the VCM archive.
