Case IH 17575 (F-518494-14) - ECU – Engine Control Module (ECM) / Vehicle Control Module (VCM / CCM): CAN message corruption between vehicle controller and ECM controller - TSC1_PE message
Issue description
The fault triggers when the Engine Control Module (ECM) detects that the TSC1_PE (Torque Speed Control 1 - PTO/Engine) data packets sent by the Vehicle Control Module (VCM / CCM) are corrupted, invalid, or timing out.

Check the cause
Check for accompanying codes (e.g., 17576/17577 for TSC1_VE or TSC1_TE) which indicate the entire CAN backbone is compromised
Perform a CAN Bus resistance test at the diagnostic port with the battery disconnected (should read approximately 60 ohms)
Inspect the main wiring harness between the Vehicle Controller and the ECM for chafing, pinch points, or melted insulation
Disconnect and inspect ECM and VCM connectors for pushed-out pins, fretting corrosion, water intrusion, or spread terminals
Verify that both the ECM and VCM have clean, stable power and ground to prevent voltage drops from dropping CAN packets

Disconnect Power
Turn off the ignition and disconnect the negative battery cable.
Clean and Reseat Connectors
Apply a high-quality electrical contact cleaner to the pins of the ECM and VCM connectors. Apply dielectric grease to the seals (not directly on the pins) and firmly reconnect them to ensure a tight fit.
Repair Wiring
If the continuity test reveals an open circuit, short to ground, or short to voltage on the J1939 CAN High or CAN Low wires, locate the damaged section of the harness. Splice and solder the wires using heat-shrink tubing, maintaining the twisted-pair configuration of the CAN wires (usually 1 twist per inch) to prevent electromagnetic interference.
Check Terminating Resistors
If the CAN resistance was 120 ohms (one resistor failed/missing) or out of spec, locate and replace the faulty CAN terminating resistor.
Software Update
If the wiring is 100% intact, connect the CNH Electronic Service Tool (EST). Check if there is a software update or re-flash available for the VCM or ECM that addresses CAN timeout sensitivities.
Module Replacement (Last Resort)
If wiring, resistors, and software are verified good, the CAN transceiver inside the ECM or VCM has likely failed, requiring module replacement and reprogramming.
Clear and Test
Reconnect the battery, clear the fault codes using the EST, and test the tractor's PTO engagement to verify the TSC1_PE message is broadcasting correctly.
