Case IH 18370: Rolling counter failure (PB_UserCmd1_Full_06)

Issue description

A receiving module detected that the rolling counter in the PB_UserCmd1_Full_06 message is out of sequence, missing, or erratic, indicating an intermittent connection on the CAN bus, high bus load, or a software/hardware issue.
