Issue description
This code indicates a communication failure on the machine's Controller Area Network (CAN) bus. Specifically, the control module is not receiving the expected "IC1" (Inlet/Exhaust condition #1) data frame within the required time limit. This data frame typically carries critical emissions data from the exhaust aftertreatment sensors (such as NOx sensors or exhaust temperature sensors) to the main controller.

Check the cause
Battery & Charging System Check: Verify the batteries are fully charged and the alternator is outputting the correct voltage, as low system voltage can cause CAN modules to drop offline.
CAN Bus Resistance Test: Disconnect the battery and measure the resistance between CAN High and CAN Low at the diagnostic connector. A healthy CAN bus should read approximately 60 ohms. If it reads 120 ohms, a terminating resistor or a section of the harness is broken/disconnected. If it reads near 0 ohms, the CAN lines are shorted together.
Harness Inspection: Visually inspect the wiring harness connecting the VCM to the exhaust aftertreatment system (SCR/NOx sensors). Look for chafed wires, melted insulation near the exhaust, or water intrusion in the connectors.
Sensor Isolation: Unplug the exhaust sensors one by one to see if the CAN network voltage normalizes or if the timeout error changes state, as a failed smart sensor (like a NOx sensor) can crash its segment of the CAN bus.
Repair steps
Power Down
Turn off the machine and disconnect the negative battery cable to prevent electrical spikes during repair.
Repair Wiring (If Applicable)
If the diagnostic checks revealed chafed or broken CAN wires (Yellow for CAN High, Green/Black for CAN Low depending on the specific harness segment), repair the wires using OEM-approved weather-sealed splices, or replace the damaged harness section.
Replace Faulty Node/Sensor
If a specific exhaust sensor (e.g., Downstream NOx sensor) was found to be internally shorted and failing to broadcast the IC1 frame, remove and replace the sensor.
Reassemble and Power Up
Reconnect all sensors and the battery.
Clear Codes
Connect the Case IH Electronic Service Tool (EST) to the machine's diagnostic port. Clear the inactive 19349 fault code.
Verify Repair
Start the engine and allow it to reach operating temperature. Monitor the EST to ensure the VCM is successfully receiving the Inlet/Exhaust condition #1 frame and that the code does not return.
