Case IH 19353 – Engine Control Module (ECM) / Vehicle Control Module (VCM): Timeout of CAN-Transmit-Frame FLC, Fuel Consumption Transmit message
Issue description
The control module expecting to receive the Fuel Consumption (FLC) data over the Controller Area Network (CAN) bus did not receive the message within the expected timeframe. This is typically caused by a communication failure on the CAN bus, a wiring issue (open or short circuit), a failed termination resistor, or a software/hardware fault in the transmitting module.

Check the cause
Check for Multiple Codes: Determine if 19353 is the only CAN timeout code. If multiple modules are timing out (e.g., MVS, NOx sensors), the entire CAN bus is likely compromised. If only the FLC message is missing, the issue is isolated to the specific transmitting module or its software.
Termination Resistance Test: Disconnect the machine's battery. Using a multimeter, measure the resistance between the CAN High and CAN Low pins at the diagnostic port or module connector. A healthy CAN bus should read exactly 60 ohms (due to two 120-ohm terminating resistors in parallel).
CAN Voltage Test: Reconnect the battery and power the machine on. Measure the DC voltage of the CAN lines to ground. CAN High should read approximately 2.5V to 2.7V, and CAN Low should read approximately 2.3V to 2.5V.
Visual Inspection: Inspect the wiring harness, specifically the CAN data lines (often yellow and green wires), between the ECM/VCM and the cab/instrument cluster. Look for chafing, corrosion, or backed-out pins at the connectors.
Repair steps
Disconnect Power
Turn off the machine and disconnect the negative battery cable to prevent electrical damage during repair.
Clean and Reseat Connectors
Disconnect the main harness connectors at the ECM/VCM and the instrument cluster/telematics module. Spray with electrical contact cleaner, check for pushed-back pins, and firmly reseat the connectors.
Repair Wiring
If the voltage or resistance tests failed, trace the CAN bus harness to locate the break or short. Repair any damaged wires using OEM-approved splicing methods or replace the affected harness section.
Replace Terminating Resistors
If the resistance test showed 120 ohms (indicating one missing/failed resistor) or an open circuit, locate and replace the faulty CAN bus terminating resistor.
Software/Hardware Update
If the wiring and resistors are perfectly intact, the module responsible for transmitting the FLC message (or the ECM itself) may require a software re-flash by a dealer, or physical replacement.
Clear Codes
Reconnect the battery, power on the machine, and use a diagnostic scan tool to clear the fault codes. Run the engine to verify the 19353 code does not return.
