Check the cause
Check for Multiple Codes: If multiple CAN timeout codes are present (e.g., TxTC1 transmission timeouts), the issue is likely a global CAN bus failure (such as a shorted network or bad terminating resistor) rather than an isolated EBC1 failure.
Inspect Connectors: Check the harness connectors at the Electronic Brake Controller and the ECM for moisture intrusion, corrosion, or backed-out pins.
Verify Power and Ground: Ensure the EBC1 is receiving proper battery voltage and has a clean, low-resistance ground. A module without power cannot transmit CAN messages.
Test CAN Bus Resistance: With the battery disconnected, measure the resistance across the CAN High and CAN Low pins at the EBC1 connector. A healthy CAN network should read approximately 60 ohms.

Power Down
Turn off the ignition and disconnect the negative battery cable to prevent electrical spikes during testing.
Locate the EBC1
Locate the Electronic Brake Controller module (location varies by machine; refer to the specific model's service manual).
Harness Inspection & Cleaning
Disconnect the EBC1 harness. Spray the connector with electrical contact cleaner and check for damaged pins. If moisture is found, dry the connector and apply dielectric grease.
Perform Continuity Testing
Using a multimeter, test the continuity of the CAN High and CAN Low wires from the EBC1 connector back to the ECM. Repair any broken, chafed, or shorted wires in the harness.
Check Fuses/Relays
Verify that the fuse supplying power to the EBC1 is intact. Replace if blown, and trace for shorts to ground if the new fuse blows immediately.
Replace the Module
If the wiring harness, terminating resistors, power, and ground all test perfectly, the CAN transceiver inside the Electronic Brake Controller has likely failed. Replace the EBC1 module.
Clear Codes and Test
Reconnect the battery. Use a diagnostic scanner (such as the Case IH EST or Jaltest) to clear the 19400 fault code. Cycle the key and test the service brakes to ensure the code does not return and communication is restored.
