Case IH 19494 – Engine Control Module (ECM / EDC): Water level sensor voltage is lower than expected

Issue description

The voltage signal from the Water-in-Fuel (WIF) sensor dropped below the minimum expected threshold, indicating a short circuit to ground in the sensor circuit, a damaged wiring harness, or an internally shorted/failed sensor.

Check the cause

  1. Visually inspect the wiring harness and the 3-pin connector at the WIF sensor for chafing, melted insulation, or water ingress that could cause a short to ground.

  2. Drain the fuel filter/water separator to remove any accumulated water and debris that could bridge the sensor probes and cause erratic voltage readings.

  3. Disconnect the sensor, turn the key to the ON position, and use a multimeter to check the reference voltage from the ECM at the harness connector.

  4. Test the signal wire between the sensor connector and the ECM for a short to ground. If the wiring tests good but the voltage drops when the sensor is plugged in, the sensor is internally shorted.

Repair steps

  1. Preparation

    Turn off the machine, remove the key, and disconnect the negative battery cable.

  2. Drain Fuel

    Place a catch pan under the fuel filter/water separator. Open the drain valve at the bottom of the filter to empty the housing.

  3. Disconnect Sensor

    Unplug the electrical connector from the WIF sensor.

  4. Remove Sensor

    Carefully unscrew the faulty WIF sensor from the bottom of the fuel filter housing.

  5. Install New Sensor

    Lubricate the O-ring on the new WIF sensor with a small amount of clean diesel fuel. Thread it into the bottom of the filter housing by hand to avoid cross-threading, then tighten to OEM spec (usually hand-tight plus a quarter turn—do not overtighten plastic threads).

  6. Reassembly

    Reconnect the electrical harness to the sensor. Close the drain valve if it is integrated into the filter rather than the sensor.

  7. Prime the System

    Reconnect the battery. Use the manual hand primer pump on the fuel filter housing to bleed air from the fuel system until the primer feels firm.

  8. Verification

    Start the engine, check the bottom of the filter for leaks, and verify via the dash or diagnostic tool that fault code 19494 has moved to an inactive state or cleared.
