Case IH 19499 – Engine Control Module (ECM) or Instrument Cluster / Cab Controller: Short circuit to battery error, Water in Fuel Lamp powerstage

Issue description

The control module has detected an unexpected high voltage (a short to the battery's power supply) on the specific electrical circuit (powerstage) responsible for illuminating the "Water in Fuel" (WIF) warning lamp on the dashboard.

Check the cause

  1. Bulb/Cluster Check: Turn the key to the ON position and observe the dashboard. Check if the Water in Fuel lamp is permanently illuminated or behaving erratically, which confirms the short to battery voltage.

  2. Wiring Harness Inspection: Inspect the wiring harness running from the ECM/Cab Controller to the instrument cluster, and from the ECM to the Water in Fuel sensor. Look for chafed insulation, melted wires, or pinched looms that could cause the lamp's ground/control wire to touch a 12V power source.

  3. Sensor Disconnection Test: Disconnect the Water in Fuel sensor (located at the bottom of the fuel filter/water separator). Clear the fault codes. If the code changes to an "Open load error" (Code 19497), the short is likely internal to the sensor. If the 19499 code persists, the short is in the wiring harness or the module itself.

  4. Connector Inspection: Check the WIF sensor connector for water intrusion, diesel fuel contamination, or corrosion, which can bridge the pins and cause electrical shorts.

Repair steps

  1. Disconnect Power

    Turn off the machine and disconnect the negative battery cable to prevent further electrical damage during testing.

  2. Clean and Inspect

    Locate the Water in Fuel sensor on the primary fuel filter housing. Disconnect the plug and spray both ends with electrical contact cleaner. Blow dry with compressed air.

  3. Trace the Circuit

    Using a multimeter, test the signal wire of the WIF lamp circuit for continuity to the battery positive terminal.

  4. Repair Wiring

    If continuity to power is found where it shouldn't be, trace the wire back to the ECM. Repair any damaged sections of the wire by cutting out the shorted portion, soldering in a new wire, and sealing it with heat-shrink tubing.

  5. Replace the Sensor

    If the wiring harness tests perfectly fine but the sensor is internally shorted, unscrew the WIF sensor from the bottom of the fuel filter bowl (have a catch pan ready for draining diesel) and install a new sensor.

  6. Reassemble and Clear Codes

    Reconnect the sensor and the battery. Turn the key ON, ensure the WIF lamp does its standard bulb-check and turns off, and clear the 19499 fault code using a diagnostic scan tool.
