Case IH 19708 (DTC 3995) - ECU – Engine Control Unit (ECU): Monitoring for pressure loss in the high pressure accumulator (rail test)
Issue description
The engine control system has detected an unexpected drop or loss of fuel pressure within the common rail, either during normal operation or during an automated diagnostic rail test. This pressure loss prevents the system from maintaining the constant high pressure required for proper fuel injection, which can lead to hard starting, rough idling, power loss, or engine stalling.

Check the cause
Inspect the high-pressure fuel pump, the common rail (accumulator), and all high-pressure fuel lines for visible external fuel leaks, weeping, or cracked fittings
Use a diagnostic scan tool to monitor the actual fuel rail pressure versus the commanded rail pressure while cranking or running to rule out a faulty rail pressure sensor
Perform an injector return flow (leak-off) test to identify if a specific injector has failed internally and is bleeding excessive fuel back into the return system
Test the Pressure Relief Valve (PRV) on the common rail to see if it is leaking fuel into the return line during normal operation
Perform a high-pressure pump output test to verify that the pump and its metering unit (MProp) can generate the required pressure
Repair steps
Relieve Fuel Pressure
Turn off the engine and allow sufficient time for the high-pressure fuel system to depressurize.
Address the Leaking Component
If an injector is faulty: Disconnect the high-pressure fuel line and electrical connector. Remove the injector hold-down clamp and extract the injector. Clean the injector bore. Install the new injector with a new copper sealing washer and O-ring. Torque the hold-down bolt and fuel lines to OEM specifications. Program the new injector's trim code (IQA code) into the Engine ECU using a diagnostic tool. If the Pressure Relief Valve (PRV) is leaking: Disconnect the return line from the valve. Unscrew the faulty valve from the common rail. Install the new pressure relief valve and torque it to the manufacturer's specification. (If the sealing seat inside the rail is damaged, the entire common rail must be replaced). If the High-Pressure Pump is failing: Remove the pump drive gear/coupling, disconnect all fuel lines and electrical connectors, and unbolt the pump from the engine block. Install the replacement pump and time it to the engine if required by the specific engine manual.
Bleed the System
Prime the low-pressure fuel system to remove any trapped air.
Clear Codes and Test
Connect a diagnostic tool, clear the 19708 (DTC 3995) fault code, and start the engine. Monitor the rail pressure to ensure it matches the commanded pressure and check for any external leaks.
