Case IH 19709 – Engine Control Unit (ECU) / Engine Control Module (ECM): Maximum negative rail pressure deviation with metering unit on lower limit is exceeded (second stage)
Issue description
This fault indicates a severe overpressure condition in the common rail fuel system. The actual fuel rail pressure is significantly higher than the target (setpoint) pressure commanded by the engine computer, creating a negative deviation. The computer commands the fuel metering unit to its absolute lower limit, but the pressure remains too high, which usually forces the engine into a severe power reduction (limp mode) or initiates an engine shutdown to protect the fuel system.

Check the cause
Check fuel return lines from the high-pressure pump and injector rail to the tank for restrictions, sharp bends, kinks, or blockages
Inspect the fuel metering unit wiring harness and connector for loose contacts, open circuits, or shorts to ground/battery
Verify the fuel rail pressure sensor is not providing skewed readings (reporting higher pressure than actual)
Inspect the Pressure Relief Valve (PRV) on the fuel rail to see if it has been forced open or is malfunctioning due to overpressure
Repair steps
Clear Return Lines
Physically trace the fuel return lines from the engine to the tank. Clear any blockages or replace any kinked/damaged hoses. If the return lines are clear, proceed to step 2.
Test Electrical Integrity
Disconnect the connector at the fuel metering unit. Inspect for corrosion, pushed-out pins, or damaged wires. Test the wiring harness for continuity back to the ECU.
Replace the Fuel Metering Unit
If the wiring and return lines are in good condition, the mechanical valve inside the fuel metering unit (FCA) is likely stuck in the open position. Remove the high-pressure pump's metering unit and replace it with a new one.
Pump Testing
If replacing the metering unit does not resolve the issue, the high-pressure pump itself may have an internal failure and will require replacement or testing by an authorized dealer.
Clear Codes
Clear the fault codes using the CNH EST (Electronic Service Tool) or an equivalent diagnostic scanner, and test run the engine to verify the repair.
