Case IH 19710 – Engine Control Unit (ECU): Maximum rail pressure exceeded (second stage)
Issue description
This fault code indicates that the fuel rail pressure has exceeded the maximum safe limit (positive deviation). When the "second stage" threshold is breached, the engine control system initiates a protective "limp home" mode. To protect the engine from catastrophic over-pressure damage, the system performs a pressure shock test (commanding the fuel metering unit to full delivery while setting the injection quantity to zero) and drastically reduces engine power, typically cutting drive torque by up to 65% and limiting engine RPMs.

Check the cause
Inspect Fuel Return Lines: Check the low-pressure fuel return lines for blockages, kinks, or sharp bends. High backpressure on the return side can force the high-pressure pump to over-pressurize the rail.
Test the Fuel Metering Unit (M-Prop / FCA): The metering unit on the high-pressure pump may be stuck in the open position or suffering from a loose electrical contact. Using a diagnostic tool, increase the duty cycle of the metering unit actuator (up to 40%) while the engine is idling to see if rail pressure responds appropriately.
Check the Fuel Rail Pressure Sensor: Inspect the sensor and its wiring harness for intermittent signals, open loads, or short circuits to the battery/ground that could cause the ECU to read a falsely high pressure.
Inspect the Pressure Relief Valve (PRV): Check the mechanical pressure relief valve on the fuel rail. If it has failed, it will not vent excess pressure back to the tank properly.

Clear Restrictions
Visually inspect all fuel return lines. Clear any blockages or replace pinched/damaged lines.
Replace the Fuel Metering Unit
If diagnostic testing shows the metering unit is unresponsive, stuck open, or has an internal short, replace the fuel metering unit (Quantity Control Valve) on the high-pressure pump.
Pump Inspection
If replacing the metering unit does not resolve the over-pressure condition, the high-pressure fuel pump itself may have an internal failure. Remove the pump and have it tested or replaced by an authorized dealer.
Replace Rail Components
If the pump and metering unit are functioning correctly, replace the Fuel Rail Pressure Sensor and/or the Pressure Relief Valve (PRV). Note: Extreme cleanliness is required when opening the common rail system. Even microscopic contamination can destroy new injectors and valves.
Clear Codes and Test
Clear the fault codes from the ECU using a diagnostic tool. Run the engine and monitor the live rail pressure data to ensure it stays within the specified parameters under load.
