Case IH 19717 – Engine Control Unit (ECU) / Electronic Diesel Control (EDC): Maximum negative rail pressure deviation with metering unit on lower limit is exceeded
Issue description
The actual fuel pressure in the common rail is significantly lower than the target pressure requested by the system (a "negative deviation"). At the same time, the fuel metering unit (also known as the M-PROP, Suction Control Valve, or FCA) is already operating at its lower limit—meaning it is fully open and commanding maximum fuel flow to the high-pressure pump. The system is maxing out its effort to build fuel pressure, but the pressure remains too low.

Check the cause
Verify the fuel tank level and check the primary and secondary fuel filters for severe clogging or water contamination. Check the lift pump to ensure adequate low-pressure fuel is reaching the high-pressure pump.
Inspect all high-pressure fuel lines, the common rail, and injector connections for external fuel leaks.
Inspect the mechanical pressure relief valve on the fuel rail. If it has popped open or is leaking fuel back into the return line under normal operating pressures, it will prevent the rail from building pressure.
Test the fuel metering unit on the high-pressure pump for electrical faults (open/short circuits), sticking, or mechanical failure.
Perform a leak-off (return flow) test on the fuel injectors. Excessive internal leakage in one or more injectors will bleed off rail pressure faster than the pump can supply it.
If all other components pass, test the high-pressure fuel pump for internal wear or failure.
Repair steps
Resolve Supply Restrictions
If low-pressure checks fail, replace the fuel filters, drain the water separator, and bleed the low-pressure fuel system. Clear the code and test run.
Replace the PRV
If the pressure relief valve is bypassing fuel to the return line prematurely, relieve system pressure and replace the PRV (on some FPT engines, the entire fuel rail may need to be replaced if the PRV is integrated).
Replace the Metering Unit
If the metering unit is electrically faulty or mechanically stuck, remove it from the high-pressure pump and install a new metering control valve.
Replace Faulty Injectors
If the return flow test identifies injectors with excessive leak-off, replace the affected fuel injectors and program the new injector trim codes (IMA) into the ECU.
Replace the High-Pressure Pump
If the pump itself cannot generate pressure despite a good metering unit and no system leaks, replace the high-pressure fuel injection pump.
