Case IH 19854 – Engine Control Module (ECM / ECU): CAN timeout error for TSC1 of PTO/Vehicle management (Torque request to Retarder - ECM makes retarder function)
Issue description
This is a Controller Area Network (CAN) communication error. The Engine Control Module (ECM) expects to receive a continuous "TSC1" (Torque Speed Control 1) message over the CAN bus from the PTO or Vehicle Management controller (often the Vehicle Control Unit or Body Controller). A "timeout" means the ECM did not receive this data packet within the programmed time limit, indicating a breakdown in communication between the vehicle controller and the engine controller.

Check the cause
Perform a CAN Bus Resistance Test at the diagnostic connector with ignition off and battery disconnected (~60 ohms is normal; 120 ohms indicates a missing resistor or broken wire; open indicates severed wiring)
Check voltage and ground supply to the ECU and Vehicle Management controller with the ignition ON (low voltage stops CAN message transmission)
Check for concurrent CAN timeout codes (such as 19845, 19846, 19847, or 19848) which may indicate the entire CAN network is down rather than a single module
Repair steps
Power Down
Turn off the ignition and disconnect the machine's battery to prevent electrical spikes.
Inspect Connectors
Locate the Engine Control Module (ECM) and the PTO/Vehicle Management controller. Disconnect their harness connectors and inspect the pins for corrosion, moisture, or pushed-out terminals.
Repair Wiring/Resistors
Trace the CAN bus twisted-pair wiring between the two modules. Repair any chafed, shorted, or broken wires. If the diagnostic resistance test yielded 120 ohms, locate and replace the faulty CAN terminating resistor.
Reassemble and Clear Codes
Reconnect all modules and the battery. Turn the ignition ON and use the Case IH Electronic Service Tool (EST) to clear the fault codes.
Module Replacement/Reflash
If the wiring is perfectly intact, the terminating resistors are functioning, and the code returns immediately, the fault lies within the internal CAN controller of either the ECM or the Vehicle Management controller. The affected module will need to be reflashed with updated software or physically replaced.
