Case IH 254 – Engine Control Module (ECM / ENG): Fuel Shutoff Valve Voltage too low
Issue description
The control module detects low voltage at the fuel shutoff driver pin, indicating a short circuit (current draw greater than 2 amps) or a faulty ECM power supply. As a protective measure, the ECM turns off the fuel shutoff valve supply voltage, causing the engine to shut down or fail to start.

Check the cause
Check the system for blown fuses (specifically F37 and F38 in some engine configurations)
Inspect the engine-to-chassis ground for a solid connection and verify all positive battery connections
Check for any non-original equipment (aftermarket) wiring harnesses installed in the circuit to the fuel shutoff solenoid, which can cause voltage drops or shorts
Inspect the actuator harness connector and the ECM connector pins for moisture, wire insulation damage, bent pins, or damaged connector locking tabs
Repair steps
Power Down
Turn the keyswitch to the OFF position and ensure the engine is not running.
Disconnect the Solenoid
Disconnect the engine harness connector from the fuel shutoff solenoid.
Check ECM Voltage
Disconnect the engine harness connector from the ECM. Turn the keyswitch to the ON position and check the sensor supply voltage directly at the ECM to rule out a faulty ECM power supply.
Test the Harness
Check the wiring harness integrity between the ECM and the solenoid. If the resistance/voltage does not meet specifications, locate and repair the faulty wire or replace the harness.
Replace the Solenoid
If the wiring harness and ECM voltage are intact but the solenoid is drawing excessive current (shorted to ground) or fails to open, remove and replace the fuel shutoff solenoid.
Clear Codes
Reconnect all harnesses, turn the keyswitch ON, and connect an electronic service tool (such as INSITE) to clear the fault code and verify the ECM response.
