Code 3040 is officially defined as either 'Reserved For VCM (Vehicle Control Module)' or 'HS Power stage cold start heater relay - SOURCE HIGH', indicating a high voltage or short-to-power condition in the cold start heater relay circuit. It is not related to air cleaner tampering.

   Check the wiring harness for the cold start heater for shorts to power
