Check the cause
Check the wiring harness for the cold start heater for shorts to power
Inspect the cold start heater relay for a short-to-power condition
If servicing a 3040 model machine's air cleaner, inspect the air filter element for clogging
Ensure the air cleaner cover and latches are secure
Verify there are no leaks in the air intake hoses
