Case IH 3099 – Engine ECU (Engine Controller): Timeout of CAN Message TSC1-TE (When Inactive)
Issue description
Indicates a "NO SIGNAL" condition regarding the Torque Speed Control (TSC1-TE) message over the CAN bus network. Often a "ghost code" or byproduct of normal machine operation due to shutdown timing differences between the ECU and the XCM.

Check the cause
Check for companion CAN bus failure codes, specifically Code 3096 (ECM Bus Off on Vehicle CAN) or Code 3097 (ECM Bus Off on Engine private CAN)
Evaluate shutdown timing to determine if the code is a byproduct of normal shutdown timing differences between the ECU and the XCM
Repair steps
Scan and Document
Connect your diagnostic service tool and pull all active and inactive fault codes from the Engine ECU and XCM.
Analyze Codes
If Code 3099 is present but Codes 3096 and 3097 are not displayed, the code was likely triggered by the normal shutdown timing difference between the Engine ECU powering down and the XCM powering down.
Clear and Retest
Clear the inactive 3099 code from the Engine ECU memory. Run the tractor through a normal operating cycle and shut it down to see if the code returns as an active fault.
Software Update Check
Check the OEM service portal for any available software calibration updates for the Engine ECU or XCM that optimize shutdown timing to prevent this false flag.
Harness Inspection
If the code is active, causes derating, or is accompanied by 3096/3097, physically inspect the CAN bus wiring harness between the Engine ECU and the XCM. Look for chafed wires, loose connector pins, or moisture intrusion causing a genuine loss of the TSC1-TE signal.
