Case IH 3166 – Engine Controller / Engine Control Unit (ECU): Engine Controller Fuel Filter Heater Circuit - Short Circuit To Battery
Issue description
The engine control module detects unexpected high voltage on the fuel filter heater circuit, indicating that the wiring, the heater element, or the relay has shorted directly to a battery power source.

Check the cause
Test the Fuel Filter Heater Relay in the machine's power distribution box for an internal short (e.g., contacts welded shut)
Inspect the wiring harness running from the Engine ECU to the relay, and from the relay to the fuel filter head for melted insulation, chafing, or pinched wires bridging to a constant power wire
Disconnect the electrical connector at the fuel filter heater element and use a digital multimeter to check for a short to voltage on the harness side
Check the fuel filter heater element itself for an internal short circuit
Repair steps
Disconnect Power
Turn off the ignition and disconnect the negative battery cable to prevent electrical spikes during repair.
Relay Replacement
If the diagnostic tests point to a stuck relay, replace the Fuel Filter Heater Relay with a new OEM relay.
Harness Repair
If a short to battery voltage is found in the wiring harness, carefully open the wire loom, locate the bridged/melted wires, splice in new wire using weather-resistant heat-shrink connectors, and re-loom the harness.
Heater Element Replacement
If the short is internal to the fuel filter heater element, drain the fuel filter housing. Disconnect the fuel lines and remove the fuel filter head attachment bolts. Swap the faulty heater element (or the entire filter head assembly if it is a sealed unit) with a new one.
Reassembly and Clearing Codes
Reconnect the fuel lines, plug in the electrical connectors, and reconnect the battery. Prime the fuel system if the filter head was removed. Use a diagnostic scan tool to clear the 3166 fault code and run the engine to verify the code does not return.
