This code indicates a hardware-level electrical fault where the Pulse Width Modulation (PWM) control circuit for the primary engine cooling fan (Fan0) is shorted to ground. The controller is sending a signal to the fan clutch solenoid but is detecting zero resistance/voltage on the return, indicating the current is escaping directly to the chassis ground.

   Inspect the wiring harness routing from the ECU/VCM to the engine cooling fan clutch solenoid. Look for chafed insulation, pinched wires, or areas where the harness rubs against the engine block or frame.

   Unplug the connector at the fan clutch solenoid. Turn the key on and check if the 'short to ground' code changes to an 'open circuit' code (e.g., 3162 or 3175). If the code changes, the short is internal to the fan clutch solenoid.

   If the code remains a 'short to ground' with the solenoid unplugged, use a multimeter to test the PWM signal wire between the fan connector and the ECU for continuity to ground.

   Check the fan clutch and ECU connectors for pushed-out pins, water intrusion, or corrosion that could bridge the circuit to a ground pin.

   Turn off the machine and disconnect the negative battery cable to prevent ECU damage during repair.

   If the diagnostic tests revealed a chafed wire in the harness, cut out the damaged section, solder in a new piece of wire, and seal it with dual-wall heat shrink. Secure the harness away from vibration points.

   If the solenoid itself is internally shorted, the viscous fan clutch assembly must be replaced. Remove the fan shroud and serpentine belt. Unbolt the fan blade assembly from the fan clutch hub. Disconnect the electrical connector and unbolt the fan clutch from the engine water pump/pulley hub. Install the new fan clutch, torque the bolts to OEM spec, and reattach the fan blades and belt.

   Reconnect the battery, turn the key on, and use a diagnostic scan tool (like the CNH EST) to clear the inactive 3174 fault code. Run the engine up to operating temperature to verify the fan engages properly.
