Case IH 3465 – Engine Control Module (ECM): Engine Throttle Actuator 2 Control Command / Engine Throttle Control Actuator 2 Circuit

Issue description

The Engine Control Module (ECM) has detected an anomaly (open circuit, short to ground, or short to power) in the circuit controlling the Engine Throttle Actuator 2. Alternatively, if a generic water pump control actuation fault is present, the ECM has detected that the electronic control valve or PWM signal commanding the variable-speed water pump is not responding as expected.

Applies to these machines

  • Case IH tractors and equipment utilizing modern electronically controlled FPT (Fiat Powertrain Technologies) Tier 3, Tier 4A, and Tier 4B engines equipped with secondary throttle actuators

Check the cause

  1. Verify the Code: Connect a CNH Electronic Service Tool (EST) to verify if the code is SPN 3465 (Throttle Actuator) or a different SPN related to the water pump.

  2. Wiring & Harness Check: Inspect the wiring harness leading from the ECM to the actuator in question. Look for chafed wires, melted insulation, or corrosion inside the connector pins.

  3. Voltage/Continuity Test: Use a multimeter to check for a 5V reference signal and proper ground at the actuator connector. Test the signal wire for continuity back to the ECM.

  4. Actuator Test: If diagnosing a water pump control valve, use the CNH EST to manually command the actuator to open/close and listen for movement or monitor coolant flow.

Repair steps

  1. Disconnect battery

Disconnect the machine's battery power to prevent shorting the ECM.

  2. Locate actuator

Locate the affected actuator on the engine block (Throttle Actuator 2 or the Water Pump Control Valve, depending on the true verified code).

  3. Inspect and repair connector

Disconnect the electrical pigtail. If the connector is heavily corroded or contaminated with oil/coolant, splice in a new OEM connector pigtail.

  4. Remove faulty actuator

If the wiring tests perfectly but the code persists, the actuator itself has failed internally. Unbolt the faulty actuator/pump assembly.

  5. Clean mating surface

Clean the mating surface on the engine block thoroughly.

  6. Install new actuator

Install the new actuator or water pump assembly with a new OEM gasket. Torque mounting bolts to factory specifications.

  7. Reconnect electricals

Reconnect the electrical harness and battery.

  8. Verify repair

Connect the CNH EST, clear the inactive fault codes, and run the engine up to operating temperature to verify the repair.
