Case IH 3471 – Engine Control Module (ECM / ECU): Water pump actuator: Slow response, permanent positive deviation detected.
Issue description
The Engine Control Unit (ECU) has detected that the electrically controlled coolant pump (water pump actuator) is responding too slowly to CAN bus commands. Specifically, there is a 'permanent positive deviation' between the commanded position/speed and the actual feedback position of the actuator. This typically indicates mechanical binding within the actuator, a failing internal motor, or excessive electrical resistance preventing the actuator from reaching its target state in the required timeframe.

Check the cause
Inspect the wiring harness and the electrical connector at the water pump actuator for corrosion, pushed-out pins, or moisture intrusion
Verify that the actuator is receiving proper operating voltage and has a solid ground connection, as high resistance can cause slow mechanical response
Check the CAN High and CAN Low lines for proper resistance (typically 60 ohms across the network) and ensure there are no short circuits
With the engine off and belt removed, check if the water pump pulley or viscous clutch mechanism feels excessively stiff or gritty to rule out mechanical binding
Use the CNH Electronic Service Tool (EST) to manually command the water pump actuator to different percentages and monitor the actual position versus the commanded position
Repair steps
Prep the Machine
Park the machine on a level surface, turn off the engine, and disconnect the battery to prevent accidental electrical shorts.
Drain Coolant
Place a clean drain pan under the radiator/engine block and drain the engine coolant. (If the coolant is clean and recent, it can be reused).
Remove Drive Belt
Relieve tension on the serpentine/drive belt and remove it from the water pump pulley.
Disconnect Wiring
Unplug the electrical connector from the water pump actuator.
Remove the Assembly
Remove the mounting bolts securing the water pump/actuator assembly to the engine block. Carefully remove the unit.
Clean Mating Surfaces
Thoroughly clean the engine block mating surface, ensuring no old gasket material or debris remains.
Install New Part
Install the new water pump actuator using a new OEM gasket or O-ring.
Torque to Spec
Tighten the mounting bolts in a crisscross pattern to the specific torque rating found in your engine's service manual.
Reassembly
Reinstall the drive belt and reconnect the electrical connector.
Refill and Bleed
Refill the cooling system. Reconnect the battery, start the engine, and let it reach operating temperature to bleed any trapped air from the cooling system.
Clear Codes
Use the CNH EST diagnostic tool to clear the 3471 fault code and verify it does not return under load.
