Case IH 3499 – VCM or EDC: Vehicle speed is too high.
Issue description
This code is triggered when the vehicle speed signal (read either over the tachometer or via a hardware speed sensor) exceeds the maximum allowed limit programmed into the controller. It is often an informational or protective code designed to prevent the operator from forcing a manual downshift at high engine RPMs or coasting down a steep incline at unsafe speeds.

Check the cause
Operator Interview: Determine the operating conditions when the code was thrown to see if the operator was traveling down a steep incline or attempting a downshift at high engine RPMs.
Check for Related Codes: Look for accompanying speed sensor codes (3497, 3498, 3500) that might indicate a hardware failure rather than operator error.
Wiring and Harness Inspection: If the code appears during normal, low-speed operation, inspect the transmission speed sensor wiring harness for chafing, shorts to ground, or loose connections.
Repair steps
Informational Clear
If the diagnostic checks confirm the code was triggered by excessive ground speed or an improper downshift request, no mechanical repair is required. The transmission controller automatically places the transmission in neutral or prevents the shift until the vehicle speed drops below the limit. Clear the code and resume operation.
Sensor Testing
If the code persists at idle or low speeds, use a multimeter to test the transmission speed sensor for proper resistance and voltage output according to the CNH service manual specifications.
Sensor Replacement
If the sensor is sending erratic, 'ghost,' or artificially high-speed signals to the VCM, safely chock the wheels, locate the speed sensor on the transmission housing, disconnect the wiring harness, unthread the faulty sensor, and install a replacement.
