Case IH 3641 – Engine Control Unit (ECU) / EDC (Electronic Diesel Control): Turbine speed - Signal too low
Issue description
The Engine Control Unit (ECU) has detected an error associated with the Turbine Speed Sensor. The turbine speed signal is registering below 5,000 RPM during engine loads while the fuel injection rate is greater than the engine speed, indicating the signal is erratic, intermittent, or completely lost. This condition can also be triggered as a secondary fault if the Coolant Temperature Sensor signal falls out of range of its lower threshold limit.

Check the cause
Verify that fault code 3641 is currently present and active using a diagnostic tool.
Check the Coolant Temperature Sensor signal to ensure it is within normal operating range and not dropping below its lower threshold limit, as this can trigger the 3641 code.
Visually and electrically inspect the wiring harness and connectors between the Turbine Speed Sensor and the ECU for open circuits, short circuits, corrosion, or loose pins.
Test the Turbine Speed Sensor for erratic or intermittent signals using a multimeter or oscilloscope.
Repair steps
Secure the Machine
Park the tractor on a level surface, turn off the engine, and disconnect the battery to ensure safety while working on the electrical system.
Resolve Leading Faults
If there are active fault codes related to the Coolant Temperature Sensor, diagnose and repair those first, as they may be the root cause of the 3641 code.
Repair Wiring
If the diagnostic checks revealed damaged wiring or poor connections at the Turbine Speed Sensor harness, repair the wiring or replace the connector pigtail.
Replace the Sensor
If the wiring is intact but the sensor failed testing (or the signal remains erratic), remove the retaining bolt for the Turbine Speed Sensor, pull the old sensor from its housing, and install a new OEM sensor.
Clear and Test
Reconnect the battery, connect your diagnostic tool, and clear the fault codes from the ECU. Run the engine under load (e.g., using hydraulics over relief or a dynamometer) to verify that the turbine speed registers correctly (above 5,000 RPM) and the code does not return.
