Case IH 3661 – Engine Control Unit (ECU) / Electronic Diesel Control (EDC): EGR Control : EGR governor deviation negation error
Issue description
The actual position of the Exhaust Gas Recirculation (EGR) valve is negatively deviating from the position commanded by the engine's governor/controller. The EGR valve is failing to open to the requested percentage, or its movement is restricted due to mechanical binding, a failing actuator motor, or a communication/wiring issue.

Check the cause
Check for related electrical codes (3667, 3668, 3669/3670) that indicate a circuit failure rather than a mechanical valve failure.
Inspect the wiring harness and connector at the EGR valve for corrosion, damaged pins, or chafed wires.
Remove the EGR valve and inspect it for excessive carbon/soot buildup, which is a common cause of the valve mechanically binding.
Repair steps
Disconnect battery
Disconnect the machine's battery to prevent electrical shorts or accidental actuation of the valve.
Locate EGR valve
Locate the EGR valve assembly on the engine block/exhaust manifold.
Disconnect harness
Disconnect the electrical harness connector from the EGR valve actuator.
Remove mounting bolts
Remove the mounting bolts securing the EGR valve to the EGR cooler or intake/exhaust crossover.
Remove and clean EGR valve
Remove the EGR valve. If the valve is heavily caked in soot, you may attempt to clean it with an appropriate carbon solvent to see if free movement is restored.
Replace EGR valve
If the valve is mechanically failed, stuck, or the internal actuator motor is burnt out, install a new EGR valve.
Install new valve
Clean the mating surfaces and install the new EGR valve using new OEM gaskets.
Tighten bolts
Tighten the mounting bolts to the specified torque.
Reconnect components
Reconnect the electrical harness and the battery.
Clear codes and calibrate
Use a diagnostic service tool to clear the fault codes and, if required by the specific engine software, perform an EGR valve calibration/relearn procedure so the ECU can learn the new valve's end-stops.
