Case IH 3817 – EDC (Electronic Diesel Control): Permanent governor deviation for valve

Issue description

The negative limit of the throttle valve governor deviation has been exceeded. The Engine Control Unit (ECU) commands the valve to a specific position, but the desired position cannot be reached. This is most commonly caused by the throttle valve physically sticking/binding inside its assembly, or a mismatch/failure of the throttle valve position sensor.

Check the cause

  1. Clear the failure memory and operate the machine to verify if the fault code is still present and in an active state

  2. Visually inspect the wiring harness and connectors for any signs of damage

  3. Inspect the connections at both the Engine Control Unit (ECU) and the Throttle Valve Actuator (TVA) for corrosion, loose pins, or moisture

Repair steps

  1. Check for Wiring Faults

    Test the wiring harness between the ECU and the Throttle Valve Actuator for short circuits or open circuits.

  2. Inspect for Binding

    If the wiring is intact, remove the intake hosing to visually inspect the throttle valve. Check if the valve is physically binding or sticking inside the assembly due to carbon buildup or mechanical failure.

  3. Clean or Replace

    If the valve is sticking due to light soot, you may attempt to clean it. However, if the valve is mechanically binding inside the assembly or the internal position sensor has failed (which cannot be serviced separately), the entire Throttle Valve Actuator assembly must be replaced.
