Case IH 3962 – Engine ECU (ISM-DI ENGINE module): Supply Pump Control Valve (Suction Control Valve) Stuck
Issue description
The Suction Control Valve (SCV), which regulates the amount of fuel supplied to the high-pressure common rail pump, is physically stuck (usually stuck open). When this happens, the actual fuel pressure inside the common rail often remains higher than the target pressure, or the valve fails to respond to ECM commands. As a result, the ECM enters a fail-safe mode and limits engine power to prevent damage.

Check the cause
Check for Accompanying Codes: Look for related rail pressure codes such as 3963 (Actual Rail Pressure Above Target) or 3964 (Actual Rail Pressure Is Excessive), which confirm the valve is stuck open and over-feeding fuel.
Inspect Wiring and Connectors: Check the SCV circuit for an open or short. Disconnect the SCV harness and check for proper voltage and ground.
Check Fuel Quality: Check the fuel filters for water or debris (look for code 3966: Water In Fuel Filter Failure). If contamination is present, the fuel system must be flushed and filters replaced before installing a new valve.
Live Data Monitoring: Use a diagnostic tool to monitor 'Actual Rail Pressure' versus 'Desired/Target Rail Pressure.' If the actual pressure spikes or fails to drop when commanded, the valve is mechanically seized.
Repair steps
Turn off the ignition switch and disconnect the battery
to prevent accidental engine cranking or electrical shorts.
Thoroughly clean the outside of the high-pressure fuel pump and the area around the Suction Control Valve
to prevent dirt from entering the sensitive fuel system.
Disconnect the wiring harness connector from the Suction Control Valve.
Remove the mounting fasteners securing the SCV to the fuel pump housing.

Carefully pull the SCV straight out of the pump.
Lubricate the O-rings on the new Suction Control Valve
with clean diesel fuel or clean engine oil.
Insert the new SCV into the pump housing
ensuring the O-rings do not pinch or tear.
Install and tighten the mounting bolts to the OEM specified torque.
Reconnect the wiring harness connector.
Prime the fuel system
to remove any introduced air.
Reconnect the battery, clear the fault codes using a diagnostic tool, and run the engine
to verify that rail pressure now matches the target pressure.
