Case IH 4951 – UCM (Universal Control Module): Hydraulic Interlock Solenoid Shorted To Power
Issue description
The hydraulic interlock (or spool lockout) solenoid is a critical safety component that inhibits boom, bucket, and loader movement when the operator is out of the seat or the seat restraint (lap bar) is in the raised position. A "Shorted to Power" condition means the control module has detected unexpected voltage (a short to a 12V power source) on the circuit controlling this solenoid, or the current draw indicates an internal short in the solenoid coil.

Check the cause
Verify the seat switch and lap bar (restraint) proximity switches are functioning correctly and not physically damaged, as they dictate the command to the interlock solenoid.
Visually inspect the wiring harness from the main hydraulic control valve block back to the UCM. Look for pinched wires, chafing against the chassis, or melted insulation that could cause the solenoid's signal wire to touch a 12V power wire.
Perform a circuit voltage test: Disconnect the hydraulic interlock solenoid. Turn the ignition key to the ON position (engine off). Probe the harness-side connector. If there is a constant 12V present on the control wire when the lap bar is raised, the harness is shorted to power.
Perform a solenoid coil resistance test: Measure the resistance across the pins of the solenoid itself. If the resistance is near zero ohms, the solenoid coil is internally shorted and must be replaced.
Repair steps
Prepare the Machine
Park the machine on a flat surface, lower the boom and bucket completely to the ground to relieve hydraulic pressure, and turn off the engine.
Disconnect Power
Disconnect the negative battery cable to prevent accidental electrical spikes or further shorting during the repair.
Locate the Solenoid
Access the main hydraulic control valve block (usually located under the cab, which may need to be tilted forward depending on the model). Locate the Spool Lockout / Hydraulic Interlock Solenoid.
Harness Repair (If Applicable)
If the diagnostic checks revealed a short in the wiring harness, cut out the damaged section of wire and splice in a new section using automotive-grade, weather-sealed heat-shrink butt connectors.
Remove the Faulty Solenoid
Disconnect the electrical pigtail from the solenoid. Remove the retaining nut or cap screw at the end of the solenoid stem. Slide the faulty solenoid coil off the hydraulic valve spool cartridge.
Install the New Solenoid
Slide the replacement solenoid coil over the valve stem. Reinstall and tighten the retaining nut (do not overtighten, as this can distort the coil or stem).
Reconnect Wiring
Plug the electrical connector back in. (See fitment notes regarding adapter harnesses for older machines).
Test the System
Reconnect the battery. Start the machine and verify that the 4951 code has cleared. Test the interlock system by attempting to move the hydraulics with the lap bar raised (hydraulics should be locked) and then lowered (hydraulics should operate).
