This code indicates that the 4F (4th Forward, also known as the "Bottom clutch") solenoid coil has been commanded ON, but the voltage on the low side of the coil is higher than expected. This means there is a short to a 12-volt power source somewhere in the circuit.

   Disconnect the 4F (Bottom clutch) solenoid and use a multimeter to check the coil's internal resistance to determine if the coil itself is internally shorted.
