Case IH ENG259 – ECM: Fuel Shutoff Valve Mechanically Stuck Open
Issue description
The engine's fuel shutoff valve is physically jammed in the open position, a condition detected by the Engine Control Module (ECM). This mechanical failure prevents the engine from shutting off properly when the key is turned off and can cause unintended fuel flow. To protect the system, the ECM may trigger an engine speed and torque derate while this fault remains active.

Check the cause
Visually inspect the fuel shutoff solenoid for physical damage, cracks, bent components, and check wiring/connectors for corrosion or looseness.
Listen for an audible 'click' from the solenoid when the ignition is turned to the ON position to verify activation.
Perform a voltage test using a multimeter to ensure the solenoid receives 12V in the ON/START positions (check both 'pull-in' and 'hold-in' wires on 3-wire solenoids). If there is no power, check the wiring, fuses, ignition switch, or a related relay (such as the cab power relay on some Magnum tractors).
Perform a ground test to verify continuity between the solenoid's ground wire and the chassis.
Measure resistance across the disconnected solenoid terminals (normal is typically 20-30 ohms; zero or infinite resistance indicates a faulty coil).
Mechanically check the solenoid plunger for sticking caused by dirt, debris, or corrosion, and attempt to clean with carburetor cleaner to free movement. On older Magnum tractors without a direct link solenoid, check for debris buildup in the actuating spring and cup on the pump, which can cause the arm to stick.
Repair steps
Disconnect battery
Disconnect the negative battery terminal before beginning any work on the electrical system to ensure safety.
Locate and disconnect solenoid
Locate the fuel shutoff solenoid on the fuel injection pump. Carefully label and disconnect the electrical connector(s) from the solenoid.
Remove the old solenoid
Using an appropriate wrench (a 15/16" box-end wrench is common for some models), unscrew the old solenoid from the injection pump. Be prepared to catch spilled fuel.
Install the new solenoid
Screw the new solenoid into place, ensuring a tight seal. Use a new O-ring or fuel-resistant sealant on the threads if required by the manufacturer.
Reconnect wiring and battery
Reconnect the electrical wiring to the new solenoid according to the labels made earlier, then reconnect the negative battery terminal.
Test system and clear code
Start the engine and check for proper operation. Verify the engine shuts off correctly when the ignition is switched off. To clear the fault code, perform a key cycle, start the engine, and let it idle for one minute.
