Case IH P1A – Electronic Engine Control Unit (ECU) or PTO/Hand Throttle Controller (XCM): Fuel Quantity Shut-Off, Shorted To High Source
Issue description
The electrical circuit controlling the fuel quantity shut-off solenoid has shorted to a high voltage source (such as battery voltage). Because the circuit is receiving unintended high voltage, the control module cannot properly regulate the fuel shut-off valve. This typically results in the tractor either failing to start or, more commonly, failing to shut down when the ignition key is turned off.

Check the cause
Turn the keyswitch OFF and disconnect the battery or pull the relevant fuse to prevent false multimeter readings.
Disconnect the wiring harness connectors at both the ECU and the fuel shut-off solenoid to isolate the circuit.
Inspect the connector pins and the harness's outer covering for corrosion, melting, or physical damage.
Set a multimeter to measure resistance (Ohms) and test the signal wire between the ECU and the solenoid for continuity to a high-voltage source (like the battery positive terminal or a 12V reference wire).
If the wiring harness is completely intact and shows no shorts, test the internal coil of the fuel shut-off solenoid itself, as it has likely shorted out.
Repair steps
Harness Repair
If a short is found in the wiring harness, trace the harness routing to locate the damaged section. Splice in new wiring or use an OEM harness repair kit to replace damaged connector pins, ensuring correct pin removal and insertion.
Solenoid Replacement
If wiring is intact, locate the fuel shut-off solenoid on the fuel injection pump. Disconnect the electrical connector from the solenoid. Unthread and remove the old solenoid from the injection pump housing. Thread the new replacement solenoid into the pump (ensure proper thread pitch and use updated mounting bolts if required by the specific pump revision). Reconnect the electrical harness, ensuring the connection is clean, tight, and sealed against moisture.
Clear and Test
Reconnect the battery, turn the key ON to verify the t1A code has cleared, and start the tractor to ensure it runs and shuts down cleanly when the key is turned off.
