Issue description
This is an informational/symptom code indicating that the control module has detected a critical condition (usually related to emissions, fuel pressure, or extreme temperatures) and has intentionally limited the engine's speed or power to protect the engine from damage or to comply with emissions regulations.

Check the cause
Connect a diagnostic tool (such as John Deere Service Advisor) and pull all active and stored codes to find the primary companion code
Check for DPF restriction codes (e.g., 3251.07 DPF Differential Pressure Signal Mismatch or 3719.15 DPF Regeneration Fault)
Check for EGR issue codes (e.g., 2659.14 Calculated EGR flow rate error or 2791.06 EGR Valve Drive Circuit Low Resistance)
Check for fuel system issue codes indicating low fuel pressure or water in fuel
Monitor the DPF soot load and differential pressure parameters via the diagnostic tool to see if the exhaust filter is severely restricted
Repair steps
Identify the Root Cause
Ignore 000189.31 temporarily and focus your repair efforts on the primary active code (e.g., replacing a failed DPF differential pressure sensor or cleaning a clogged EGR valve).
Perform the Physical Repair
Replace the faulty sensor, drain the water separator, or clean/replace the restricted Diesel Particulate Filter as dictated by the primary code.
Clear Latched Codes
Use John Deere Service Advisor (or an equivalent advanced diagnostic tool) to clear latched codes. Clearing codes via the in-cab monitor will often not work for derate conditions.
Perform a Service Regeneration
If the root cause was DPF/soot related, use the diagnostic tool to force a Service Regeneration or DPF Service Recovery to burn off excess soot and reset the soot load parameters in the ECU.
Verify Repair
Once the primary issue is repaired, the regeneration is complete, and the codes are cleared, the ECU will automatically lift the derate mode, and code 000189.31 will disappear.
