John Deere 521002.03 – HCC (Hitch Control Controller) / HCU (Hitch Control Unit): Rear Hitch Control Valve Circuit Voltage High
Issue description
The control module has detected that the voltage on the circuit for the rear hitch's lower valve (or stepper motor) is exceeding the expected normal operating range. This is typically caused by a short to power in the wiring harness, an open circuit (disconnected wire), or an internal failure of the valve's solenoid/stepper motor coil.

Check the cause
Visual Inspection: Inspect the wiring harness routing from the HCC module to the rear hitch control valve for chafed wires, melted insulation, or pinch points that could cause a short to a power source.
Connector Check: Disconnect the harness at the rear hitch control valve (lower valve/stepper motor) and check for water intrusion, bent pins, corrosion, or loose terminals.
Circuit Testing: Use a multimeter to test the specific circuit for a short to power or an open circuit.
Component Testing: Measure the resistance (Ohms) across the pins of the lower valve solenoid or stepper motor coil and compare the reading to the OEM specification to determine if the coil is internally shorted or open.
Diagnostic Tool: Use John Deere Service Advisor to run an interactive test on the rear hitch lower valve to see if the HCC can successfully command the valve.
Repair steps
Disconnect Power
Turn off the tractor and disconnect the negative battery cable to prevent electrical spikes during repair.
Repair Wiring
If the diagnostic checks revealed a short to power or broken wire in the harness, repair the damaged section using proper weatherproof splices, or replace the affected harness section.
Replace the Valve/Motor
If the wiring is intact but the valve's solenoid/stepper motor failed the resistance test, relieve hydraulic system pressure, disconnect the electrical connector, unbolt and remove the faulty control valve or stepper motor assembly, and install the new valve/motor using new O-rings/seals and torque the mounting bolts to OEM specifications.
Reassemble and Reconnect
Plug the electrical connector back in and reconnect the battery.
Clear Codes and Calibrate
Connect John Deere Service Advisor, clear the 521002.03 fault code, and perform a mandatory Rear Hitch Calibration procedure so the HCC can learn the deadbands and limits of the new valve.
