John Deere 523870.18 – SCO / SIC: Stepper Motor for E-SCV XII (or E-ICV 2), Hydraulic Oil Temperature and Supply Voltage Too Low.
Issue description
Triggered when the supply voltage to the electronic selective control valve (E-SCV) stepper motor drops too low (typically 9–11 volts) while the hydraulic oil temperature is extremely cold (between -25°C and -15°C). This combination limits the stepper motor's ability to actuate the valve, rendering the specific SCV/ICV inoperative.

Check the cause
Check hydraulic oil temperature — cold oil (below -15°C) is the most common cause.
Test tractor system voltage and supply voltage directly at the E-SCV XII / ICV 2 stepper motor connector (must be above 11V).
Inspect the wiring harness leading to the E-SCV stepper motor for chafing, shorts, or corrosion.
Repair steps
Warm the Hydraulic System
Start the tractor and allow the hydraulic fluid to reach normal operating temperature. Cycle the steering and hitch to help warm the fluid. Clear the codes.
Inspect and Clean Connectors
If the fault returns, power down the tractor and disconnect the wiring harness at the E-SCV XII (or E-ICV 2) stepper motor. Clean the contacts with electrical contact cleaner and check for pushed-back pins.
Repair Wiring
If your multimeter shows a voltage drop at the connector, trace the harness back to the SCO/SIC controller and repair any damaged wires.
Replace the Stepper Motor
If the wiring is intact, the voltage is correct, and the oil is warm but the valve remains inoperative, the stepper motor itself has failed internally and must be replaced.
Calibration
After installing a new stepper motor, use John Deere Service Advisor to perform an 'Operational Check' and calibrate the new E-SCV/E-ICV stepper motor so the SCO module learns its end-stops.
