This condition occurs when the system voltage (battery voltage) at the stepper motor of the Electro-Hydraulic Selective Control Valve 1 (E-SCV 1) drops too low (typically between 9 and 11 volts) while the hydraulic oil temperature is also cold. To prevent damage, the system disables the valve, resulting in an 'SCV I inoperative' state.
