This code indicates that the voltage at the sensor input of the transmission enable proportional solenoid valve is too low, which strongly suggests a short to ground in the circuit. Mechanically, the code is also generated if the enable pressure sensor measures less than 150 kPa (22 psi) within 2 seconds after starting the engine, even though the transmission enable solenoid (Y38) was commanded to activate.
