John Deere 604.03 – PTA (Power Train Controller) / TCU (Transmission Control Unit): Transmission Enable Signal, Voltage Too High / FNR Neutral Switch Open Circuit
Issue description
The controller detects a short to a positive lead at the transmission enable signal (neutral signal, lead 6064) during the initialization process, or an FNR Neutral Switch Open Circuit on Crawler Dozers. This causes the system to enter a protective mode, resulting in limited or no transmission function.

Check the cause
Inspect the Transmission Enable Signal Circuit: Check the wiring (specifically lead 6064) for any signs of shorting to a positive lead or open circuits.
Test the Transmission Enable Relay: Use a multimeter to measure the voltage at the transmission enable relay. Check if it is providing abnormally high voltage readings or if the relay is stuck.
Inspect the FNR Neutral Switch (Dozers): If working on a crawler dozer, test the Forward/Neutral/Reverse switch for an open circuit.
Inspect the Reverse Drive Lever Sensor (Tractors): If the symptom matches the .02 code (signal mismatch), verify that the sensor for the reverse drive lever is functioning correctly and providing accurate position signals to the CAN bus.
Examine Wiring, Connectors, and Grounds: Inspect all associated wiring for damage, corrosion, or disconnection. Verify that the transmission enable circuit is properly grounded (e.g., lead 6003).
Repair steps
Power Down
Turn off the ignition and disconnect the battery to prevent electrical spikes.
Locate the Relay/Switch
Access the main fuse and relay load center. Depending on the tractor model, locate the Transmission Enable Relay (often designated as K17, K06/03, or K02/03). For dozers, locate the FNR Neutral Switch on the control console.
Test and Replace the Relay
Pull the Transmission Enable Relay and test it for internal shorts. If it fails to switch properly or outputs high voltage, replace it.
Repair Wiring
If the relay is good, trace the transmission enable signal wire (lead 6064) and the ground wire (lead 6003). Repair or splice any chafed wires that are shorting to power or causing an open circuit.
Replace the FNR Switch / Lever Sensor
If the wiring and relays are intact, replace the FNR Neutral Switch (dozers) or the Reverse Drive Lever Sensor (tractors) if they are providing inaccurate position signals.
Reassemble and Clear Codes
Reconnect the battery, turn the ignition ON, and use a diagnostic tool to clear the PTA/TCU codes. Perform a test drive to ensure the transmission engages properly and the code does not return.
