The instrument cluster acts as a control module that supplies a reference voltage to various switches, navigation buttons, and sensors. This code indicates that the output supply voltage originating from the dash has dropped below the acceptable threshold. This is typically caused by a short-to-ground in the wiring harness, a shorted sensor/switch drawing too much current, or an internal hardware failure within the dashboard itself.
