   Inspect the wiring harness connected to the throttle valve/sensor for an open load or a short circuit to the battery (12V)

   Locate components

   Locate the throttle valve and throttle position sensor on the engine.

   Test electrical connector

   Disconnect the electrical connector and test the pins with a multimeter to locate the short to 12V or open circuit.

   Repair wiring

   Repair any damaged wiring in the harness that is causing the short to battery voltage.

   Inspect and clean throttle valve

   If the wiring is intact, inspect the throttle valve for physical blockages. Clean or clear the valve if it is stuck.

   If the valve is not blocked and the wiring is good, the throttle position sensor or the throttle valve itself is internally shorted/faulted and must be replaced.
